A Major Step: WHO Adopts Historic Pandemic Accord

WHO Member States have adopted a groundbreaking international agreement aimed at strengthening prevention, preparedness, and response to pandemics. Stemming from over three years of negotiations following the global COVID-19 crisis, this accord marks a milestone in global health governance.

Emerging from the urgency and lessons learned during the pandemic, the new accord is the first global legal framework dedicated to pandemic management. It addresses challenges revealed by COVID-19, especially regarding equity, cooperation, and timely response.

“The adoption of this agreement is a testament to the collective commitment to a safer world,” stated Dr. Tedros Adhanom Ghebreyesus, WHO Director-General. “It will enable swifter, fairer, and better-coordinated action against future pandemic threats.”

The accord strengthens collaboration among countries, international bodies, civil society, and the private sector—anchored on equity, solidarity, national sovereignty, and respect for human rights.

A core feature includes developing a system for sharing pathogens and benefits (PABS), aiming for fair access to essential health products, such as vaccines and treatments, during pandemic emergencies. Pharmaceutical manufacturers will commit to reserving 20% of their output for rapid, equitable distribution.
